Manny Garcia

Managing Director

Mr. Garcia commands an all-encompassing knowledge of a multitude construction disciplines. He serves as E-Contractors primary point of contact and is responsible for managing the overall performance of every work order derived from Job Order Contracts or any other type of delivery system.

He trains and supervises all Project Managers in the work order estimating process by ensuring accuracy and precision of estimates and materials. He negotiates, executes, closes out work orders, monitors related administrative support and provides final approval for all work order activities. Mr. Garcia is also responsible for maintaining managerial foresight for all work performed, and is in direct verbal communication with the project staff on a daily basis while monitoring reports generated by the client’s team.

He will serve as the primary client point of contact for all contract level issues. Mr. Garcia has effectively managed work forces consisting of 10 to 150 personnel. Ensured timeliness and quality of work and allocated resources in response to requirements and workloads. Throughout his career he has completed hundreds of projects, both in the private industry and Job Order Contracting arena. He is resourceful, innovative in problem solving, adapts quickly to challenges, he is strong in prioritization, delegation and planning skills.

He draws on over 45 years of experience in design, engineering and construction technologies, to advise clients on a wide range of building methods and means. The history that Mr. Garcia has with JOC/IDIQ, truly exemplifies his understanding of the relationship a contractor must have with both the end user (The Client), his subcontractors in order to give a quality project and best value to the client. Mr. Doucette offers a diverse range of experience in both Project Management and Client Services.  His construction experience includes numerous projects for public and commercial clients with an emphasis on Job Order Contracting. He has successfully completed projects for clients such as the City of Houston, Houston Independent School District, Fort Bend ISD, Texas Park and Wildlife, Austin Community College and many others throughout the state of Texas. Mr.Doucette brings a strong client focus to construction projects, which emphasizes communication, quality and results.

Mr. Doucette has twenty-eight years of local US based and international commercial and residential construction experience. As a Senior Project Manager, Regional Manager and Vice President of Operation, his experience includes direct customer service, purchasing and expediting of orders, negotiating with vendors, organizing all aspects of business and motivating employees. Specializing in both interior renovation projects as well as many JOC programs, he has managed complete on-site construction management including effective scheduling, monitoring and inspections of all work inclusive of responsibility for interaction with client’s representatives including Architects and Engineers.He epitomizes an understanding of the relationship a contractor must have with a client.

As a superintendent Rick Holm manages, directs and oversees field operations. He is involved in every aspect of the field construction process including, scheduling, quality control, construction management, and most importantly project site safety. Rick has over twenty (20) years’ experience in the commercial construction industry. He also brings a wide range of additional experience such as estimating both for hard bidding and RS Means.

He will utilize his experience to assist in daily operations of onsite field operations.
